4th Quarter Wing Commander's Guidance

            We passed numerous milestones. We have logged more than doubled our programmed flying time for each month using all our aircraft.

            Certainly, it is noteworthy to mention that with the current trend, we remain to be the Air Force's most reliable workhorse. We have managed to provide capability to be even more relevant in terms of National Development efforts and Humanitarian Assistance and Disaster Relief.

            As a flying unit, preserving our valuable equipment and air assets turns up on a very significant scale considering that some of these are brand new. Keep in mind that with the emphasis given on high maintenance standards and upkeep of our equipment and facilities on a respectable level of readiness, our aircraft will continue to fly.

            With all these accomplishments, we have truly proven our commitment and our capacity to go beyond ourselves...every sacrifice, every late night and early morning flights including overtime in maintenance inspections and every time we are deployed away from our families...they are all worth it!

            However, there is still a lot to be done. We must be ready to respond to the call of duty. The task is huge but I believe that each Airlifter will be able to effectively contribute to the accomplishment of our mission. We shall continue our efforts and increase back pressure to carry out our programs as enshrined in our Flight Plan.

            Therefore, this guidance will focus on things that the wing will undertake in the succeeding months. The following are my specific guidance per functional area:

    (1) Personnel

            We must address the gaps in skill through unit trainings to meet actual job requirements. We should ensure that our personnel must be familiar with our aircraft and its systems so they would count and matter.

    (2) Training

            We must intensify our training programs on OJT; upgrade training and on-the-job retraining to better address our skill level requirements. We must also maintain adequate training especially to our pilots who are due for upgrading. The reality is – it’s true that we have many pilots but we lack the qualified ones.

            While we pursue religiously the conduct of our training programs, let us not forget the development of our doctrines especially for our arriving platforms such as the casa 212i.

            After we have identified our training gaps, we must keep on providing solutions to narrow it. Review completeness of safety procedures during training.

    (3) Operations

            We also ensure the timely accomplishment of our unit programmed activities.

            We continue providing operational aircraft to higher headquarters and unified commands and in turn generate actual flying time vis-à-vis programmed flying time.

            Continue to coordinate with OA-3 regarding our proposed revalidation of our table of organization and equipment including our aircraft to pilot ratio.

    (4) Logistics

            In terms of aircraft maintenance, we must anticipate and accomplish the needed maintenance activities for all aircraft in order to increase our operational readiness in time for the holiday season.

            We shall also continue conducting intensive and accurate requirements determination based on acceptable prognosis so we can have the readily available aircraft spares should we need one. We must be fully aware of RA 9184 and be attentive to the procedures at no expense to our operational effectiveness.

            We must similarly ensure expeditious disposal of our BER items and make this a continuing practice.

    (5) Intelligence And Security

            We are at the midst of a volatile environment thus; we must remain vigilant at all times. Continue to coordinate with other intelligence counterparts so we can assure validated information at hand especially on illegal drug use.

    (6) Morale and Discipline

            As your commander, I will continue to keep in touch with all of you – even to the lowest airman through regular dialogue.

            I will reassure you as well that what is due to all of you will be given in full. You will be given all the support you need. So there is no alibi for poor performance.

            In terms of discipline, I expect that all of you be fully aware of the basics of soldiery.

    (7) Safety

            To achieve zero accidents, all squadrons must actively implement their safety programs. Ensure that all your activities are aligned in our wing safety policy.

            In closing, every airlifter must work hand in hand to this end. Simply,

            DO YOUR JOB AND DO IT RIGHT!
